    Russia launched an invasion of Ukraine on February 24, 2022, after formally recognizing the areas of Donetsk and Luhansk as independent territories on February 22, 2022. The fresh offensive includes attacks on Kyiv and some other large cities outside of the original conflict zones in the east of Ukraine. This is likely to lead to significant disruption to global services delivery in Ukraine as well as some impacts on the broader central and eastern European region.     Executive Summary Ukraine’s IT services sector started gaining repute since 2008 when it became a viable location for delivery to United States, and other source geographies in Western Europe and Scandinavia. Its strengths lie in its skilled and well-trained labor force due to which it became a hub for R&D and software development centers. The recent conflict with Russia, however, has impacted Ukraine’s stellar performance in this sector. In this report, we evaluate the implications of the geo-political crisis on the IT service delivery landscape in Ukraine, including business continuity planning undertaken by companies to prevent any interruptions to operations delivery. Concurrently, we also explore the impact of the crisis on the IT services sectors of neighboring countries in Central and Eastern Europe (CEE), including the Baltic States.
